The Instrument of Instructions was a set of guidelines provided to the Governor-General and Governors of British India under the Government of India Act, 1935. These instructions outlined how they should exercise their powers and discharge their duties, ensuring that governance aligned with the policies and priorities of the British Crown.
Guiding Principles:
It served as a manual for governance, guiding officials on administrative and legislative matters.
Binding Nature:
These instructions were binding on the Governors and Governor-General, who had to follow them while exercising their authority.
Focus Areas:
The instructions included directions on governance priorities such as maintaining public order, promoting welfare, and fostering good relations with Indian states.
The Directive Principles of State Policy (DPSP) in the Indian Constitution are inspired by this concept. However, while the Instrument of Instructions was binding on British officials, the DPSPs are non-binding and serve as moral and constitutional guidelines for the government in India. Dr. B.R. Ambedkar described DPSPs as a "modern version" of the Instrument of Instructions, meant to guide Indian lawmakers and the executive in creating a welfare state.
